does this sundew need dormancy

Unless the plants are from a tropical population (usually denoted as Drosera intermedia "Cuba" at least in the US) they will need dormancy.
 
There are some varieties that have weak dormancy requirements. I received some plants collected in a members yard in California, and the only ones that went dormant were plants that were given a shorter photoperiod for 2 weeks. When I moved them back to strong light, they immediately popped out of dormancy, and are now back to their original size. It's a very easy plant, so you should try one if you have the chance. They can grow in just about any media if they're given enough water and food.
 
Even it they don't absolutely need it (weaking dormancy requirements), you should give it to them. It makes them grow much better.
