what is this pest and how do I kill it?

I have this pest on my truncata. it has been there for almost a year.
I have treated it with Ortho systemic pesticide 4 times and I can't tell if they are dead or not.
can someone identify it and tell me if they are dead?
I don't want them to spread to my other neps.
they don't seem to be on the newer leafs. the pests came with the plant.

Not mealybug looks like some larval stage of fungus gnat maybe, but i doubt it, looks more like a small infestation of a fungus/mold. Use a Q-tip dipped in rubbing alcohol and wipe them with it.
