I'm inclined to say thrips. The black specks and the light discolored areas on the leaves as well as the twisted growth are symptomatic of these pests. They are pretty tiny but larger than spider mites. Still they're hard to spot.
If they are thrips I recommend Spinosad as the treatment. See this thread.
