VFT seed stunted

I have 15 germinated VFT seeds that are doing very well, and 1 germinated VFT seed that seems to be stuck or stunted. It's stayed exactly where it is, unmoving, for nearly a month now, but it's staying green and doesn't seem to be dying. Is there anything I can do? Or is it most likely a lost cause?

I actually took a chance and moved it a bit in the soil since it wasn't rooted, and dripped a few drops of water on it to tuck it in - someone else suggested there may be something hard under it, preventing it from taking hold, and I do have some course sand in the pot. I don't know that it'll make it, especially now that I've disturbed it, but that was the only thing I could do (as opposed to doing nothing).
