topping off mini bog/community pot

how full should i fill a community pot of sarr's. all the way to the top, or down a few inches from the top?

I'd say, down the top a few inches. I don't think it really matters, but it looks better in my opinion.

Like a minibog? Mine are 1/2" - 1" from the top of the container, because the peat/perlite rises a little when the containers get over-full of water, and the rain will chip away at the edges of the mix and wash it away if it does so.
