stratification for drosera capensis

Not necessary. Just sprinkle a few seeds in a slightly moist pot and cover, room temp. Then ignore the pot for about 3 weeks.
 
...and you may want to use fluorescent lights if you don't have that bright of a windowsill. And by covering them, you can just place saran wrap over the pots.

Just so you know, D. capensis is a subtropical sundew and the only sundews that need stratifacation are called temperate sundews.
