For the same reason snakeheads (Channa sp.), piranha (Pygocentrus and Serrasalmus) and walking catfish (Clarias) are illegal here - to prevent them from becoming an invasive species due to $@*#% hobbyists who release these fish into lakes, rivers and ponds. Although snakeheads, piranhas and walking catfish may survive in certain areas in California, I doubt that any FW stingrays can.
