As was said before certainly anything has the potential for misuse & addiction. The homeless guys in my dads old neighborhood with gold & silver paint on their faces and hands is a good indication their spray paint huffing is more than just a hobby... 
Some of the glues used in art class had to be kept locked up to keep the less than artistically inclined from running off with it and huffing it all up.
