Temp confusion..

Ok i know what certain temps are supposed to be for NA cps...however does what it feels like matter? heres what i mean... http://www.weather.com/outlook/trav...tail/61201?dayNum=1&from=36hr_topnav_vacation
so what i want to know is could i put out my sarrs and VFT out in this without causing damage to the root system. I know the actual temp is important but is the "feels like" just as important?

I would put dormant plants on a cold window sill or something that is a little above freezing and transition them to the outside. They should go outside when the tenps are going to consistently remain above freezing.

Wind chill should only matter if it is a really dry wind and your plants are not covered. So just keep them from drying out and they should be fine.
