would rinsing sphagnum to clean out the debris with regular tap water be bad?

Depends on how hard your tap water is. If you have a tap water that has a low TDS, then no problem. Other wise you could clean it with tap water, then rinse it with rain or RO water a couple times to remove the tap water residues.
