Repotting RIGHT Now. Against the Rules to Lay Roots Out Instead of Down?

I've been growing plants in window boxes, but when I take these plants out, I notice some have roots all bunched up at the bottom. I bought bigger pots, but not enough to put all the rooty plants in them. Is it against the rules to lay them out maybe 8", about 3-4" deep, rather than mostly downward? Or is that how it's supposed to be done anyway?

I have to go out to get more RO water, and I might stop at Walmart to get more pots if needed.

So far I think I broke 3 flower stalks when repotting. Thirty-one stalks remaining.
 
Here's kind of an idea of what I'm talking about. The base of the plant is a couple inches higher than the lowest spot on the roots, but the roots go way out.
