Looks like a Tillandsia bulbososa to me.

Someone at another forum said that N. madagascariensis liked to dry out a bit between waterings. Maybe dry drying it out a bit?
 
Hmmm, not sure what happened to the raff picture. Here it is:

And yep, a T bulbososa.

With the madagascariensis, I have let it dry a bit, but the only thing that has seemed to perk it up at all is near 100% humidity.
