I don't know what's normal, per se, but adding water will not hurt it in any way. If it's empty (from shipping or whatever) just add a little bit; but, if it has liquid in it already just leave it be.
It only depends on food because of displacement. I fed a truncata a lizard once and it didn't produce any more liquid, the lizard just displaced its weight worth. The pitcher not producing more fluid is the reason why pitchers rot if you overfeed them.
