I dont know why but I'm having trouble figuring out how to say this.
do you need a permit to import plants that are native to america (Dionaea), into america from over seas(somewhere in europe)

Yes, you will need the Aphis ppq-337 permits plus phytosanitary certs from the vendor to import any plant material from overseas regardless of where the species is native to.
