I don't think there is any one best way to ship them. Just as long as they are in an air/moisture tight container with a bit of moisture like a scrap of damp paper towel. You don't want them too wet as some of the smaller flake like gemmae get mushy or the may start to sprout prematurely (not really a problem).
So what ever works: a small bottle or vial, a small resealable hobby bag, etc. I just take a bit of paper towel, fold the gemmae in that, moisten the paper, and fold that into a piece of aluminum foil (fold all the ends over), label it and put the foil packets in a plastic bag. Then into a box or padded envelope for mailing.
