Anyone in the US who has the correct CITES import documents?

I friend gave me an ebay gift card for my bday and there's a Nep on there I really want, but it's in Thailand. The seller does have 100% positive feedback from people in various countries, including the US. The exporter supplies the CITES and phyto documents for $10, but I gather that I also need import permits.

The auction ends today and I was wondering if anyone already has the right permits and could import it for me if it wouldn't cost you a fee?
