I have been told this is drosera rotundifolia but it most certainly is not. I'm thinking maybe cappilaris long arm?

Most likely D. capillaris (and you are correct, definitely not rotundifolia), but unless at some point it develops very long, upright leaves there's little to suggest just yet it's the long-arm form.
