My d 'Andromeda' has a new plant growing out of the tip of the flower stalk! I have never seen this happen before.

It's taking on some of the behavior of one of its parent's - Drosera prolifera. 'A nice perk, cuz the world needs more 'Andromeda'. I don't believe I've ever seen any of mine do that.

Should I snip it and root it? I assume when the flowers finish doing their thing, the whole stalk will turn black and die?

It will most likely root on its own, if touching soil. That's the primary self-propagation method of prolifera.
