The photo has a teeny caption saying it's Senecio articulatus. It's a neat looking succulent, I wouldn't mind having one myself.

Wowza, I looked up some photos and how beautiful is that plant! Those new leaves totally look like flowers!

The actual flowers have little to nothing to recommend them looks-wise. Not unlike the dried up flower of a dandelion before it opens to spread its seed. (Which is basically the case with all the Senecio I have ever seen.)
