soaking the seeds?

I recently received some nep seeds and I'm about to plant them using the technique mentioned on the "sticky messages" of planting nep seeds. What I'm wondering, to help increase the chances of the seeds germinating, should I try soaking them for a short time in distilled water?

Don't know if that will help.

I DO know that keeping them warm (over 70) will help.
