Seedlings do I keep in to get them up first year or shut down and run the risk of them dieing

We need more information. When were they germinated? What's your average winter low temperature? Where would you be keeping them in either scenario? Honestly, it's hard to answer you when you've barely even phrased a question.

Judging from your location you should keep them outside. If you germinated the seeds later than the end of last summer than keep them inside to grow more. Earlier than that you should let them go into dormancy. Hope that's a bit more helpful :p

Yeah there only about 5 weeks old, this years fresh seeds... What about leaf pullings is wise to keep those indoors too first, then shut down next as they are rather new too.

For both the seeds and pullings, if you can't give them a "moderate" dormancy (something where it never freezes), I'd recommend keeping them indoors.

Do you have a greenhouse or coldframe? If so, just leave them in there.
