Anyone familiar with ESA policy-making or have an idea of commercial VFT sales after-effects? What about registered cultivars?

I know Dionaea is already protected under the red list here in the US, and in the Carolinas where it's native poaching them is already recognized as a felony; generally, the strict labels are not applicable to material cultivated artificially (cultivars, tissue culture, etc.) so....
