I'm 99% sure mogul sockets are the same type of screw in, just a little bit bigger. As far as do you need it for compact florescent bulbs, I would have to say no. There may be some that do need a mogul socket... But the typical ones you buy at the store should take a normal medium household socket. Since they are made to replace medium household bulbs. If you're looking at specialty bulbs, maybe it would take the mogul socket over the medium household fixture though.
on this page you're find a 125w cfl that takes the mongul fixture. But right below that, you will find an adapter to use mogul bulbs in a normal medium household socket. (or just a reasonably priced mogul socket I like the bright wing because of the reflector though.. pending your usage) Does that help?
