A current thread on another forum, has raised an issue about which I have often wondered. Does the USA have regulations which govern the exportation of non-protected plants (aka - plants, seeds, etc)? The closest thing I could locate is PPQ 621, which is for protected plants. From an enforcement point of view, I've heard (& logistically, it would seem to be true) that the recipient is responsible for appropriate paperwork, compliance, etc.
