Pepper Transplanting Size?

So I was a little late this year and finally got 6 different kinds of pepper seeds sown a few weeks ago. The biggest of the seedlings are now an inch or 2 tall and starting to throw out their second pair of leaves.
What is the earliest or best size to transplant them at?

I usually transplant my hot pepper seeds after they are a couple of inches tall and their second pair of true leaves are fairly mature.
