New leaf no tendril??

My n ventrata just put out a new leaf yet no tendril? Its refusing to pitcher has multiple vines and been putting out alot of basals and got repotted a few months back (its from lowes and was in pure peat but had alot of pitchers which it lost in its way from florida to nyc) but no pitchers and now this.. anyone ever have this??

Happens now and again, but probably more likely to happen when the plant is suffering from etiolation. It needs more light.
 
I thought that it might be a light issue since humidity is good, the leaves were twisting a bit so i knew that was a sign of not enough light and i increased it and they seem to have stopped but i will add another cfl bulb and see how it does, possibly a dumb question but do you think if i was to cut the vine to make clones that the light stress its going through can affect how well the dormant nodes strike? Or can i do it now?
