What is the best lights to use, regular lights with 1450 lumens and a k rating of 6000 or those blue and red LEDs?

I guess how much space you're trying to cave and how far you want the light from you to grow space. A 300w red/blue led will cover a 24"x24" at 18" hight. A 1400 lume strip light will cover 4'x12"(give or take) shelf at abut a 8" hite but you may need two of them depending on the space your trying to cover.

If your going to go with a shop lite at least get a twin T5
