No idea about frozen, but ask around at fish farms - apparently tadpoles are pests for them (they eat the fish food) and they filter out and throw them away.
I've heard of buying them preserved in chemicals for dissection. I suppose that depends on what you're using them for though. If they are to feed something, have you considered frozen rats or mice? I know those are readily-available.
