Entirely dependent on conditions. If your conditions are not good (low light, really dry etc.), could take well over a year. If they are good, couple months maybe.
D. capensis is one of the faster-growing sundews in my experience. I had a random seedling pop up in a water tray (I transplanted into a proper pot of course) that's up to flowering size in about a year with me mostly ignoring it. If you feed it well, it will grow even faster.
