Well, that's besides the point. The phytosanitary cert is to safeguard our natural resources, like the local flora or fauna. Remember how bad our air is to d.capensis which is considered a weed to most collections? And aliciae seedlings that just konk out and die within days? Imagine importing something to that effect.

I have to see how many survive if I am to give them out when they sprout.

I remembered mine sprouted and died before the true leaves appeared. Someone (guqin, i think) had similar experience too.
