I wouldn't recommend buying rubra ssp alabamensis because it's illegal to sell them... so you might get in some trouble unless they are willing to give them away for free.

Plants covered by CITES Appendix I and/or Endangered Species Act get a bit confusing.  Plants listed on CITES I can not be imported/exported without a CITES I permit (nearly impossible to get)  However artificially propagated CITES I plants are classed as Appendix II.  Then they only require a normal CITES document from the exporting country.  

Once in the US however they would fall under USF&W endangered species act.  In which case you could not resell or trade them across state borders.

At least that's my understanding of the situation. But if the authorities come after you.. well don't come running to me!

Triffid Park should have proper documents to class them as Appendix II. So importing should not be an issue. And as long as you only plan to grow them for yourself and only give away extra plants then it should not be an issue for USFW.
