Suggestions for tall grow area lighting?

My mother is having her kitchen remodeled and decided to put in a shelf between the sink and window to grow herbs on. Being as the window is completely shaded, she needs a grow light. The shelf is approximately 1' x 4', but the sticking point is that the light will be mounted 3.5' above the shelf. Does anyone have a suggestion for what type of light to use in this situation? It would be nice to be able to use a commercial fixture for her sake, though I feel like LED strips with narrow-angle lenses may be the only feasible option.
 
You might try LED COB spot lights, but I fear it might not be enough, or the spectrum will be too off.
