Shipping plants to another country

Hey Guys, i need some advise. I making a trade with some guy betwen Cacti cuttings/seeds and CP seeds/plants. After all is said and done and i get his address i find out he lives in FINLAND!!!! Hes says no problem, cacti ship hardy. But i hear it from other people saying they dont allow incoming or outgoing plants between different countries for fear of outgoing diseases. I know that all my plants are healthy and carry none, But guys...

WHAT DO I DO!!!! IS IT SAFE TO SHIP CACTI TO FINLAND WITHOUT WORRYING IT WILL BE TOSSED!!!!

All you need to know about shipping plant to or recieving plants from another country is in the pinned topic "On the legality of importation". Be careful, because you may be breaking the law and could risk hugh fines. Please read it before you ship.
