Pale n. mira

I have a small N. mira that has been through the war. It got overly cold or flooded or something last fall outside, and then had a bad case of scale. I sprayed for the scale and picked off what i could, and have it under good light with the rest of my highlands. Although the plant has produced some new leaves finally, they are quite pale, with slightly greener veins. There is no sign of pitchers.

So i'm stuck with a dilema... do i use foliar fertilizer? Or will that make things worse? Is this a soil problem? Any thoughts?
 
Not really sure what to tell you. My N. macfarlanei did/is doing the same thing. I'm trying to let it "grow it out" Was it fertilized recently? If not, it could need a little 'jump start'.
