It depends really if it is just to suppliment natural light or if it is the primary light source for the plants.
For supplimental you could use a 2 tube fluorescent shoplight. For primary light source you would want 4 tubes of fluorescent or something like the high pressure sodium or metal halide lighting. Or maybe the high intensity fluorescent, which require special bulbs and ballasts.
