Is it ok to use diluted fertilizer on tiny plant?

A few weeks ago I ordered a small Nepenthes x Miranda. However I didn't know small meant a tiny plant with no roots. I've placed the plant outside in indirect light for now and it's still alive 3 weeks later. Is it ok to use very diluted fertilizer on the leaves to help the plant push out roots or should I just let it be and do it's own thing?

Fertilization is fine for nepenthes. I hear most people recommend something like 1/4 strength. However, I would think that fertilization would be better for actively growing and healthy plants. Do you have any pictures of yours?

I'm also wondering if I should use a heating mat since the growing medium is cold even when outside.

Only certain fertilizers should be used for carnivorous plants (urea-free, preferably low phosphorus), and none should be used on a plant trying to recover from the condition it appears to be in. Heat mat is not wise because it's more likely to help any roots that form rot. Keep the plant in a high humidity place, with the soil only moist (not wet, will encourage rot and fungus) and in temperature conditions fitting for it (day temps of 75-85 F, night 60-70 F).
