I have some short-winged flies for my fish and cps. Try:

Instant potato mix with a pinch of sugar and a few grains of baker's yeast mixed in. (Add water of course).

Gerber's single grain rice baby food. It's in a yellowish box found in the baby isles at the store. Also add sugar, and a few grains of yeast, and water.

For both of these you can add a bit of vinegar to slow mold. After I transfer newly hatched flies to a new container to lay larvae it's about two weeks and this stuff starts to mold. Since I use plastic water bottle containers, it's just easier for me to throw them away than to use stinky vinegar!
