I am cold stratifying several seeds now:
Cephalotus follicularis
various drosera (sundew's)
cobra lily
s. leucophylla
s flaca rugelii
s psittacina
s alata
s purpurea

I am trying to get a jump on the outdoor growing season. Come January, I will need to take them out of the garage (zone 5 here with 9+ inched of snow so far today) and place them under artificial light (ziplock bag and all) for at least 3 weeks than grad open the bag -keeping them under the light until it is warm enought outside.

what lighting would you recommend for this process.

Whatever you are storing the seeds in be 100% certain its waterproof (that does not involve ziplock bags!) or mold may be a problem, especially in intermittent unusually warm spells.
 
I sprayed an antimold agent before ziping them up. I used a plastic container with peat/perlite 1/1

everything is waterproof
 
It sounds like you're making a bit of meal of it to me.

Sow the seeds onto wet peat and leave them for 5 weeks in the cold garage. Then place them inside under 30+W compact fluorescent 6000K lights.

I don't understand the gradually opening the bag bit?
