what can i do to help it flower?

Some cacti outside of their habitat have never flowered. Many will though, although my large Cereus didn't bloom this year and it blooms every year.

The only thing you can do to encourage flowering is phosphorous, unless it is a tropical cactus, then it would need a dark period. Otherwise most desert cacti will bloom in most of U.S. outside in Spring/Summer.
