If you are growing outside exclusively then I would say spring so the plants would have time to make as big of tubers as possible before having to go dormant in the cold. However if you're growing them indoors or in pots you can do it anytime and keep the growing season going by bringing them under flourescent light as the winter approaches and let them sync up wth the real seasonal cycle next spring.
