Basal shoots

Several months ago I spotted basal shoots on several neps. I am wondering how best to remove them. Are they separate little plants coming upfrom the root system, or are they shoots from the stem?
If the former, it should pretty easy to remove. If the latter, do the new shoots have their own roots?
I have previously just cut back the "mother" plant to the ground, allowed the basal shoots to utilze the original root system, and rooted the cuttings. This time I would like to remove and plant the basal shoots on their own.
 
I have removed them and had roots on them but i have also
just yanked off the basal shoot trimmed it up with a knife ,dipped it in rooting gel and stuck it in some LFS and have had success with both so really its a bit of trial and error really.
