For reading humidity levels or soil dampness? I don't think it's necessary, just use weather.com if you don't want to invest in the humidity readers. Of course, you can find them on eBay for like 10 or 15 bucks.
Are you talking about the readers that tell you the moisture in the air or the ones that you stick in soil and beep when the soil gets dry? Humidity readers can be useful if you are trying to track the level of moisture in the air throughout the day. Many have a high and low reading that will tell you how high the humidity has gone or how low since the last time you reset it.
Are you talking about for the use of CP's? Not really its really just something you learn to eyeball, but the tray method is usually the best way to gage how wet your soil is if your a newb.
