It sounds like you are trying to use the chilled water for evaporative cooling in which case you wouldnt need to chill it and would have better results pumping it over a fabric layer. When people use chilled water in grow setups its to plumb into a radiator with a fan to produce cold air...
How is heat exchange from your chilled water trays to the air happening in this setup? Just sitting in the trays won't be particularly efficient and I'm assuming you aren't using it to cool the plants directly.
For the mosquito bits/dunks you don't have to worry about harm to your plants. It's a bacterial agent that targets the fungus gnat larvae. No way for it to harm plants.
